System settings
System settings dictate if some of the optional features in your Silverbucket instances are enabled or disabled.
Process Instructions url = Dictates where the instructions button takes you, located in the main navigation bar (currently not implemented for new UI as of 10/24)
Activate softbooking = Enables / disables tentative allocations in your Silverbucket

Activate target expertise = Enables / disables the target expertise levels in your Silverbucket
