In some cases you don't yet know who is the right person to work on a project, but you know which competencies are required to accomplish that work. For this you can resource an unassigned project membership for your project and set competency requirements for that membership.
Once you have created unassigned membership for a project, click the three dots next to the membership and select Edit project membership

In the upcoming view you can click 'MODIFY REQUIREMENTS' in the left-side of the view:

Here you can follow the Filter by Competencies guide to manage which competencies are a must ("AND") for this membership and which are not that important but still useful ("OR").
Once you are done setting the competencies, you can click 'Users with required skills' in the Edit project membership window to see who would be ideal for this particular role on the project.
If you want to see all the unassigned roles with certain competencies and people with these competencies in the same view, you can set the same competency filters under both PEOPLE and UNASSIGNED categories in the PEOPLE view.
