Competency Requirements of Unassigned Memberships

In some cases you don't yet know who is the right person to work on a project, but you know which competencies are required to accomplish that work. For this you can resource an unassigned project membership for your project and set competency requirements for that membership.
Once you have created unassigned membership for a project, click the three dots next to the membership and select  Edit project membership⁠ 

In the upcoming view you can click MODIFY REQUIREMENTS on the right-hand side of the view. Here you can add both competencies and certifications as requirements for the membership. Competencies prompt you to select a proficiency level (with an optional upper limit — see  Filtering by competency level ); certifications are added without a level but can carry an expiry date. As with competency requirements, you can specify whether each is a must ("AND") or useful but not essential ("OR").
Once you are done setting the requirements, you can click Users with required skills in the Edit project membership window to see who would be ideal for this particular role on the project.

If you want to see all the unassigned roles with certain competencies and people with these competencies in the same view, you can set the same competency filters under both PEOPLE and UNASSIGNED categories in the PEOPLE view.
